feat(webapp): master create a chat

• the frontend library vue-advanced-chat is installed as an example and runs.
• there are still problems that i can't call the chat page itself via the url. but from the footer i can click on the page and it is rendered cleanly.

ToDo: @Tirokk we have to have a look. i think i have something wrong with the integration of the chat page.
