🐛 Revert Empty.vue to use static <img> tag instead of <hc-image>

🐛 Bugreport

In this PR a mistake was made to refactor <img > for static images use the ` component. This has made the static images break. The Empty.vue component is one them and should be rafactored back to the former state.

Steps to reproduce the behavior

1. From the home page, click on any post that doesnt have a comment

2. In the comment section you will see the image below

3. This shows that the tag is broken for this image

Expected behavior

You should see the image below in the comment section on accessing posts without comments
