💥 [DevOps] Enable Semantic Pull Requests Again

At the beginning of ocelot.social we had semantic PRs overtaken from the HC repo.

Motive

• Semantic PRs forces us to have PR titles with clear or at least more information about the PR.
• We have to set a PR group as the target on the PRs title.
• The titles then look better in the change-log.
